Norman N. Gill Civic Engagement Fellowship
The Public Policy Forum, Inc.
The Public Policy Forum is an independent, non-partisan research organization with a mission to seek,
discover, and disclose true and accurate information to enhance the effectiveness of government and
public policy in southeastern Wisconsin. We advocate for nothing other than the use of such
information in the making of public policy. Our vision is to be the indispensable resource for objective
research and analysis to guide and shape public policy in our region.
Founded in 1913, the Forum is a membership organization governed by a 60-member board of trustees,
who are responsible for adopting overall policies for the Forum, hiring the President, and approving the
research agenda and budget.
The Forum has a full-time staff under the supervision of the President. The staff carries out the research
and communication activities. Research activities can include any issue of interest to the citizens of
southeast Wisconsin.
The Norman N. Gill Civic Engagement Fellowship
The fellowship is named in honor of Norman N. Gill's long-term commitment to the greater Milwaukee
community and to the Citizens Governmental Research Bureau (now the Public Policy Forum), for which
he served as executive director for over 40 years. The goal of the fellowship is to encourage research
leading to increased understanding of the functioning of local governments or leading to the
development of programs or policies that assist a local government in addressing a critical issue or
problem.
The Norman Gill fellowship is granted annually on a competitive basis to a graduate student or recent
graduate of any Wisconsin public or private graduate degree program in law, economics, political
science, public policy, public administration, urban planning, or a related field. The fellow will engage in
a research project focusing on a timely and topical local, regional or state policy or governance issue of
importance to Milwaukee and southeast Wisconsin. The results of the project shall be disseminated
broadly to the public, the media, and policymakers, including at least one presentation or lecture.
The fellow will be supervised and guided by senior staff. Regular work hours will be maintained (approx.
15-20 hours per week), with an appropriate allowance for time to attend classes and to meet other
academic requirements. The period of the fellowship is nine months, corresponding to the academic
year. The fellowship will provide a stipend of $5,000 per academic year.
Application Materials
Interested graduate students are encouraged to submit application materials before July 21 for the
subsequent academic year. Applicants must submit a proposed research project, specifying the policy
issue to be studied, the data required, the research methodology to be used, the potential impact of the
research and a description of how the applicant’s research goals would be supported by participation in
this program. In addition, applicants must provide a completed application form, a curriculum vita, a
brief writing sample, official transcripts of undergraduate and graduate studies, and up to three letters
of reference.
