Reshaping Wisconsin's Child Care Subsidy Program:
Ending fraud by focusing on quality
Wisconsin's existing child care subsidy program, WI Shares, is a vestige of the state's vanguard welfare reform policies of the early 1990s. Designed to ensure sufficient child care slots, the program does little to encourage high quality care or educational opportunities. Recent exposés of fraud among unscrupulous providers have brought renewed attention to this program; as one of the few W2-era workforce support policies to remain virtually unchanged since its inception, has the time come for its overhaul?Join the Forum as our researchers present the results of three years of research on the costs and benefits of high quality early childhood education to our region, as well as policy options for reshaping the WI Shares program.
Reggie Bicha, Secretary of the Wisconsin Department of Children and Families, will present his reactions to the Forum's research, including a discussion of the proposed policy option the Governor feels has the greatest promise to bring WI Shares into a new era.
